Incorrect test #9 (Problem 1019)

There are incorrect test #9 in Problem 1019. There are ai = 0, but (from statement): 0 < ai <= bi < 10^9...

You are right! TO ADMINS: look at line 41. In test #11 there is such error too, those it's easier to change description.
